Miami, FL – A 16-year-old boy has been charged with murder and aggravated sexual abuse in Florida concerning the death of his 18-year-old stepsister, Anna Kepner, on a Carnival Cruise ship. The U.S. Justice Department announced the charges on Monday following a sealed case that began when T.H. was initially charged as a juvenile earlier this year. The decision to prosecute him as an adult was made at the request of prosecutors, with no objections from his defense lawyers.

Anna Kepner, a high school cheerleader, was aboard the Carnival Horizon ship with her family in November when tragedy struck. Before the ship's return to Florida, her body was found hidden under a bed in a room shared with two other teenagers, including her younger stepbrother. The cause of her death was determined to be mechanical asphyxia, which indicates that an object or physical force obstructed her ability to breathe.

At her memorial service, family members urged attendees to wear bright colors, reflecting Anna’s vibrant personality. The unusual nature of this case arises from the fact that teens face prosecution in federal court only under rare circumstances. Prosecutors state that federal jurisdiction applies because Kepner's death occurred in international waters.

Authorities have required T.H. to wear an electronic tether while residing with an uncle, with recent amendments to his stay allowing him limited work opportunities alongside his father at a landscaping business.
