Ukrainian President Volodymyr Zelensky expressed a mix of optimism and pragmatism following the recent U.S. decision to allow Ukraine to use long-range missiles, specifically the Army Tactical Missile System (ATACMS), to target military facilities deep within Russian territory. In his nightly address, Zelensky remarked that “missiles speak for themselves,” emphasizing that military action speaks louder than words.
The approval, seen as a significant development, aims primarily to assist Ukrainian troops defending a small area of land in the Kursk region, anticipating an impending Russian counter-offensive bolstered by North Korean forces. With concerns mounting over Russia’s aggressive movements, the ability to strike deeper into enemy territory may help Ukraine maintain an upper hand in negotiations and military strategies.
Ukrainian military analysts view the U.S. decision as a step towards leveling the battlefield, enabling Ukraine to address the momentum that Russian forces have gained in recent months. Major Volodymyr Omelyan noted the renewed spirit among Ukraine's military personnel, dismissing threats from President Putin that the U.S. involvement constitutes a NATO escalation as mere “bluffing.”
While the decision has garnered praise, it has also sparked dissent among some Ukrainian officials who worry that the delay in Biden's authorization has cost countless lives. Ukrainian MP Inna Sovsun expressed her disappointment that such measures weren’t implemented sooner, particularly in light of the destruction of much of Ukraine's energy infrastructure due to ongoing attacks.
Despite the authorization, unanswered questions remain about the number of ATACMS available for Ukrainian forces and the extent of operational freedom granted by the U.S. government. There are calls within Ukraine for additional systems, such as the Storm Shadow missiles from Britain and France, to further enhance their striking capabilities.
Other Ukrainian officials like Maria Ionova have emphasized that these long-range missiles are not a guaranteed solution to the war. There is a growing realization that unified strategic planning among Ukrainian forces is crucial to effectively counter the coordinated efforts of Russian troops.
As military action escalates, highlighted by recent Russian strikes that resulted in numerous casualties, it is clear that both sides are preparing for protracted conflict as winter approaches.
