The Asian Development Bank ADB has projected 104.5 billion U.S. dollars in financing commitments for the Asia‑Pacific region between 2027 and 2029, according to a release in Manila on Oct. 30. Under the bank’s first Strategic Business Outlook, it expects 81.6 billion U.S. dollars for sovereign operations, largely to support governments, and 22.8 billion U.S. dollars for non‑sovereign operations, largely to aid private businesses. The outlook aims to meet growing demand amid economic uncertainty, rising disaster risks, and rapid technological change, and introduces sensitivity testing of different economic and operating conditions.

In a separate event, an explosion at the El Fargue munitions factory in Granada, southern Spain, injured at least two people with minor hearing injuries, according to Xinhua. The blast occurred shortly before 9 a.m. local time in a restricted area used for gunpowder disposal. Police and bomb disposal specialists were dispatched, and the cause remains under investigation.
