Floods in Nepal Reveal Jeopardy of Hydropower‑Heavy Energy Strategy


Almost 100 % of Nepal’s electricity comes from hydropower. The country has earned about £147 million a year exporting clean water‑run energy to India and Bangladesh, a surplus that shapes its national budget and trade balance.


But the very glaciers and mountains giving Nepal this advantage are melting faster than the global average, a trend amplified by extreme weather. When the last week’s flash flood swept across the Trishuli River basin, it killed more than 1,300 people, left thousands missing, and damaged every major dam in the area. Six of the 12 affected plants are owned by the state‑run Nepal Electricity Authority, and the remaining facilities are slated for reconstruction under a $647 million U.S.‑backed project.


The drop in generation—over 10 % of the country’s total capacity—highlighted a deep vulnerability: Nepal has put almost all its eggs in one basket, in a high‑altitude, glacier‑dependent system. In 2010 only about two‑thirds of households had reliable electricity; by 2018 that rose to full‑time power thanks to massive hydropower construction and imports from India.


The devastation forced the Nepal Electricity Authority to declare an emergency, but insiders note that climate‑risk assessments were frequently looked at and ignored. Dam architects and investors—including the Asian Development Bank and the International Finance Corporation—were allegedly aware that the geography made disasters likely, yet no hard safety steps, such as reservoir off‑loading or spill‑way upgrades, were put in place.


Renewable energy advocates are calling for a rethink. WindPower Nepal’s Kushal Gurung argues Nepal must back up its hydropower with solar and wind. A German aid report estimates solar potential could exceed hydropower capacity by a factor of ten, though the challenges of strong monsoon winds and mountainous terrain remain.


Beyond policy, the floods underscored the financial impact. Insurance payouts to private plants have topped $40 million in the last three years, and premium increases are making operations virtually unviable for some operators. “If we continue on this path, our whole energy system becomes a single point of failure,” warned UPSA’s Uttam Bhlon Lama.


In the broader geopolitical context, a United Nations climate delegation member, Manjeet Dhakal, urged that international partners share data, co‑develop early‑warning systems, and reassess the risks shared across Nepal, China and India. China’s border crossing, closed in 2024 due to a cloudburst, only reopened on New Year’s Day, illustrating how these disasters ripple beyond national borders.
