In brief

Japan introduces harsh penalties for cyclists using mobile devices, prompting swift enforcement actions.

Japan has taken a significant step to bolster road safety with the introduction of strict new laws targeting cyclists who use mobile phones while riding. The revised road traffic law, which came into effect on Friday, stipulates that offenders may face up to six months in prison or a fine of 100,000 yen (approximately $655). This move responds to a sharp rise in cycling accidents, which began spiking in 2021 as many people opted for bicycles in lieu of public transport during the pandemic. In addition to addressing phone usage, the revamped regulations also include severe penalties for cyclists caught riding under the influence of alcohol, with potential punishments reaching three years in prison or fines up to 500,000 yen ($3,278). Just hours after the law took effect, authorities in Osaka reported five violations of the new rules, which included two cyclists arrested for riding while intoxicated; fortunately, no injuries occurred in these incidents.Data reveals that over 72,000 cycling accidents were documented in Japan in 2023, comprising more than 20% of the nation’s total traffic accidents. The first half of 2024 saw one death and 17 serious injuries related to mobile phone usage while cycling—marking the highest figures recorded since data collection began in 2007. Between 2018 and 2022, there were 454 phone-related cycling accidents, reflecting a staggering 50% increase compared to the previous five-year period. These latest laws are part of an ongoing effort by Japanese authorities to enhance cyclist and pedestrian safety. Last year, it became mandatory for cyclists to wear helmets, while parliament recently passed a measure allowing police to issue fines for various traffic violations by cyclists.
