Canada’s Leverage in a Growing Trade War with the United States

The United States is still Canada’s biggest customer, but that advantage is not unchallenged. In a terrain where U.S. A2A tariffs have risen sharply, Canada’s ties to 26 states—Maine, Michigan, Wisconsin and others—provide a counterweight.

According to officials, Canada ranks among the top three trade partners for 45 of the fifty U.S. states. That spread gives Toronto room to negotiate, especially as Washington has pledged an “all‑in” approach to protecting its market.
