In brief

In an unprecedented call to President Ilham Aliyev of Azerbaijan, Putin offered apologies regarding the recent tragedy that unfolded in Russian airspace, although he refrained from directly accepting responsibility for the incident.

Following the crash incident involving an Azerbaijan Airlines flight, President Vladimir V. Putin of Russia reached out to his Azerbaijani counterpart, Ilham Aliyev, to express his condolences. The crash, which resulted in the loss of 38 lives, occurred on Wednesday as the airplane was en route from Baku, Azerbaijan, to Grozny, Russia. The Russian leader stated in the call that "the tragic incident took place in Russian airspace," although he did not go so far as to acknowledge any culpability on Russia's part. The Kremlin has remained mostly mum on the specifics of the incident for three days following the event. Notably, Azerbaijan’s presidential office supplemented Putin's apology by indicating that the aircraft experienced "external physical and technical interference" leading to a "complete loss of control." This divergence in statements raises questions about potential explanations for the crash, with Azerbaijan focusing on Russian air-defense systems. Investigators in Azerbaijan have narrowed in on the possibility that Russian missiles might be involved. As the aircraft approached Grozny, Russian air defenses were reportedly engaged in countering attacks from Ukrainian drones targeting local airports. The wreckage of the airplane ultimately crashed in Aktau, Kazakhstan, after diverging from its intended course over the Caspian Sea. Among its passengers were primarily Azerbaijan citizens, alongside individuals from Russia and Kazakhstan. In response to the tragedy, President Putin announced a criminal investigation, while confirming that Azerbaijani investigators were present on the scene and that officials from Kazakhstan, Russia, and Azerbaijan gathered at the crash site for further evaluation and inquiry. This incident is unfolding against a backdrop of heightened regional tensions, making accuracy and clarity around its cause an urgent priority.
