In brief

New tariffs on low-value imports from China may reduce airfreight emissions tied to the booming fast fashion industry in the U.S.

Fast-fashion brands such as Shein and Temu have thrived in the U.S. market, largely due to a tariff exemption that allowed for low-cost shipments from China. Recently, President Trump has implemented new tariffs, effectively closing this loophole and starting with packages from China and Hong Kong. This action may inadvertently lead to a reduction in emissions from airfreight associated with the global fashion industry. In 2024, approximately 1.36 billion packages benefitted from the de minimis exemption, which lets goods valued under $800 enter the U.S. tax-free. A significant portion of these transactions originated from China, mainly transported by air. According to research from the Climate Action Accelerator, a nonprofit organization, transporting a package by air generates 68 times more carbon emissions than maritime shipping.Countries around the world have similar tariff exemptions; for instance, Europe sets its limit at 150 euros while Argentina stands at $400. Since the last federal adjustment of the U.S. de minimis exemption in 2016, the threshold has remained at $800. These regulations facilitate the passage of small parcels and prevent border delays but have also enabled international e-commerce platforms to undercut U.S. retailers like Amazon and Walmart in pricing. As the tariff landscape shifts, its potential environmental impacts will continue to unfold, presenting a complex intersection of trade, commerce, and climate considerations.
