Germany Seizes 9,000 Life Jackets in Secret Warehouse Raid

German police carried out the nation’s first raid under a new smuggling‑law, targeting the supply chain for small‑boat crossings of the English Channel. The operation, carried out in the spring, involved a joint effort with France and the UK in the North Rhine‑Westphalia region.

Authorities confiscated over 9,000 bright orange life jackets, dozens of 9‑metre dinghies and 360 pumps. The equipment was discovered in a storage warehouse whose location was kept secret, but the BBC was granted special access to see the sealed stash.

German prosecutors say the dinghies could ferry more than 2,000 migrants in a single round. The National Crime Agency estimates about 65 people per dinghy, a figure that has risen in recent years.

Berlin passed a Dec. 2022 law making it a criminal offence to facilitate migrant smuggling to the UK, a step that formalised enforcement that had previously relied on foreign warrants.

The new law, invited by a UK‑Germany agreement, is largely untested but gives German police the authority to investigate suspected smuggling activity without needing third‑country warrants.

In a publicised 2024 interview, lawyer Bernhard Schmeilzl explained that enforcement will now focus on domestic smuggling actors, a shift that could disrupt gangs that rely on local infrastructure.

The seized life jackets were wrapped in bright orange plastic bags and filled with poly‑foam, a design inadequate for the harsh conditions of the English Channel.

Much of the small‑boat kit is produced in China, as the cotton‑stitched tags bear Chinese characters. The supply chain often routes through Turkey and Bulgaria to reach western Germany, a hub for migrant smuggling operations.

According to the UK Home Office, joint efforts with Germany have cut Channel crossings by roughly 43% between 1 January and 8 August this year, though some politicians attribute the decline to weather conditions rather than enforcement.
